馬：兩岸不排除簽漁業協議

馬英九總統6日接受日本「共同通信社」專訪時指出，台灣與中國大陸也有一些漁業方面的問題需要解決，「我們不排除與中國大陸，能像和日本一樣簽訂漁業協議，建立一個共同的養護與管理區域」。

馬總統說，台灣與大陸到目前為止簽署18項協議，與海洋有關的主要是海運方面，但是就海洋其他資源的運用並沒有任何的協議。事實上兩岸在海洋運用方面，一定有許多重疊之處，「因此我們呼籲，雙方是否能在養護與管理領域進行合作」。

馬總統說，兩岸不是國與國關係，「是一種特殊關係」，所以雙方簽署18項協議，都不是在國與國的基礎上簽訂，但並不妨害簽署後雙方在所管轄的區域內發生效力。
