歐巴馬談監聽改革　停止監聽友邦

【李忠謙／綜合外電報導】美國總統歐巴馬今天宣佈監聽改革計畫，美國將改變收集與儲存情報的方式，停止對盟邦通訊的情報收集，除非有強烈的國家安全需求。但美方沒有公佈監聽或停止監聽的名單，所以不清楚這項改變會如何進行。
 
歐巴馬還界定了政府使用情報的合法目的，如反恐怖主義、網路安全、保護美軍與盟軍、打擊跨國犯罪等。但不可用以壓制言論、使美國企業擁有更具競爭力的優勢。毆巴馬還呼籲國會，為「海外情報監聽法庭」建立一個由倡議隱私人士組成的外部小組。
