加國研擬計畫 嚴防漏油事故

國際關注海洋環保，加拿大政府計畫嚴懲油輪船東，防止境內海域發生漏油事故。

據外電報導，加拿大政府委任三位專家組成研究小組，研擬對於油輪在加拿大海域發生漏油事故後，船東所須承擔無限責任。

該小組已就因應漏油事故更佳對策提交報告，其中詳細列四十五項建議。交通部長LisaRaitt對該報告樂觀其成，並表示政府已承諾加強實施外籍油輪檢查工作。

建議解除目前每起事故一‧六一億加元（約一‧五一億美元）罰款限制，認為加拿大納稅人不應對在這片海域發生漏油事故承擔任何責任。還提及Enbridge和KinderMorgan兩家公司提交輸油管道方案，可能導致另外六百艘油輪穿越卑詩省海域。
