菲對台發動網路攻擊台網友發起「鍵盤開戰」

行政院發言人鄭麗文12日表示，行政院資通安全辦公室發現近日有匿名組織旗下的菲律賓單位，陸續對台灣政府部門及民間企業發動攻擊，包括分散式阻斷服務（DDOS）及置換網頁（Defaced）等，以發生時間推斷，可能與菲律賓公務船於9日槍擊我漁船事件，台灣網友發起「鍵盤開戰」，藉由向菲國各政府、公營機構網站發動DDOS攻擊有關。

鄭麗文指出，政府網際服務網（GSN）在一接獲機關反應網站效能降低，頻寬流量衝高，導致服務中斷，就立刻進行查處，隨後發現部分機關如總統府、外交部、國防部、海巡署等網站遭受DDOS攻擊，經洽中華電信Hinet網際網路從源頭阻擋大量攻擊來源網路位址（IP）後，目前相關機關網站均已回復正常。
