會計法修正通過引發立委批評朝野協商制度。國民黨立委陳學聖表示，朝野協商制度沒有問題，是黨鞭「濫用權力」；通常朝野協商都會發通知給所有立委，立委自行決定是否參加，並在協商過程中可表示意見；但這次「破例」沒通知，還解除甲動讓立委都回去了，不足為取。
