監察院調查發現，網路應召站及性交易訊息氾濫，色情業者誘騙少女，以毒品、暴力逼迫賣淫，尤其集團性犯罪掌控未成年少女的人身自由。由於NCC等相關機關，防制查緝績效不彰，通過糾正內政部、法務部及NCC。。

監察院的調查意見，同時要求議處NCC（國家通訊傳播委員會）的失職人員。調查監委沈美真表示，因為網路性交易訊息及應召站「實在太氾濫了」。
