修會計法 李應元:可引用大水庫理論

會計法修法大轉彎，民進黨立委李應元今天建議，應引用大水庫理論修會計法，只要公款公用且實際研究支出大於報支金額就可除罪，估八成案件解套。

他也說，五月卅一日所過修正案，未考慮情節輕重就一筆勾銷，難怪輿論譁然。
