兩岸互設辦事機構　馬英九說是政治性質協商

【晏明強／台北報導】馬英九總統中午接見接見美國「外交政策全國委員會」訪華團，再度對兩岸議題拋出新說法，以往馬英九提及兩岸正在協商中的互設辦事機構時，都是稱這個機構是中性的，包括對岸有疑慮的人道探視權，他也強調是不具外交領事的意涵，但今天他對美國學者及退休官員卻說，「這個互設機構，當然不是經濟的性質，而是屬於政治的性質」，這也是（比較）雙方目前所簽的19個協議中，可說是政治性最高的一個。

馬英九說，過去兩年中，台灣跟大陸的發展相當穩定跟快速，雙方一共簽了19個協議、兩項共識，目前正在推動服務貿易協議審查，同時也進行互設辦事處的協商，如果能夠簽的話就是第20個。馬還表示，在APEC當中，我方的領袖代表蕭前副總統跟大陸的領導人習近平先生也進行雙邊會談，對雙方關係的增進有很重要的意義，在同時他們舉行會議的時候，大陸國台辦的主任張志軍跟我們陸委會主委王郁琦都在座，會後他們也互相稱呼對方官銜，這個在兩岸關係的發展上也是第一次。
