政務官兼研究計畫 國科會：合法

民進黨立委段宜康質疑學者轉任的部會首長，就任後仍申請國科會研究案，並擔任計畫主持人，不妥當。對此國科會綜合處科長鄭瓊芬說，依規定學校專任人員借調到政府機關擔任政務官，可由原任職機構提出申請，「但不得領取研究主持費」。

鄭瓊芬表示，就國科會調查，目前無政務官續領主持費狀況。且審查部分不是由國科會內部行政人員、處長執行，而是由相同領域學者進行「同儕審查」。此外，申請計畫的政務官，有權力自行決定是否變更計畫。
