NSA頻寬受限　無法安裝監控軟體防洩密

【簡嘉宏／綜合外電報導】路透社18日獨家披露，美國國家安全局（NSA）受限於頻寬問題，未能在「深喉嚨」史諾登（Edward Snowden）前往夏威夷辦公室工作前，安裝最新的反情報外洩軟體，才讓史諾登得以下載數萬筆機密資料，釀成憾事。
 
根據美國官員對路透社的說法，美國大兵曼寧（Bradley Manning）在2010年將五角大廈與國務院數十萬筆機密電文洩漏給維基解密（WikiLeaks）後，美國總統歐巴馬為了更嚴控取得機密資料的管道，委託雷神公司（Raytheon Company）的相關部門研發監控軟體，藉此封鎖「內賊」，並開始於政府機構安裝偵測未獲授權取得及下載資料的監控軟體。但遠端行動中心受限於網路頻寬不足，遲遲不能安裝監控軟體並確保有效運作，才讓史諾登有機會竊走大量機密。
