遭補習班剝兩層皮 立委提案訂退費機制

補習班與學生的學費糾紛不斷，民進黨立委管碧玲今天指出，常有民眾陳情，繳了補習班學費後，若有事無法繼續上課，卻無法退費，只能任憑補習班刁難；想辦理解約，卻發現補習班竟以分期付款為幌子招攬學生，實際上卻以學生個人信用做擔保，向銀行申請辦理小額貸款，解約不但要付違約金、償還貸款給銀行，還要繳銀行上千元的帳管費，等於被剝兩層皮。

管碧玲提案增修「補習及進修教育法」第二十三條之一，如學生因故無法繼續進修者，補習班應依其就讀期間退還學生所繳費用；另要求教育部應制定補習班退費基準與方式，供業者遵循。此外，也要求補習班不得仲介學生與金融業者簽訂貸款契約，否則該契約無效，業者同時還要處十萬到五十萬元罰鍰。該案明天將在教育文化委員會審查。
