吳中書：QE選擇較溫和方式退場

美國聯準會(Fed)決議暫不縮減量化寬鬆(QE)政策購債規模，退場時間再往後延。中經院院長吳中書今天(20日)表示，原外界預期QE退場，使近期美國長期公債利率上揚，進而影響民間消費及投資意願，經濟成長動能就放慢，因此聯準會考量拉長戰線，以抵銷政策退場時的波動程度。

中華經濟研究院院長吳中書20日表示，美國聯準會決定繼續維持QE每個月的購債規模，是考量到近期美國長期公債利率上升的幅度較大，降低了民間消費及投資意願。

此外，吳中書說，美國近期的經濟數據好壞參半，也讓原本美國經濟成長動能再放的更緩一些，使聯準會對QE退場的策略決定較為審慎。他說：『(原音)所以假設能用比較溫和的方式退場，讓經濟的復甦慢慢的來抵銷掉QE退場的疑慮，那這樣以時間換取空間的話，是期待能夠把不管是資本市場或是經濟的波動度降到最低。』

吳中書說，近年一系列量化寬鬆政策使市場資金變得充裕，大部分國家股市、房地產都很熱絡，輕易就把金融槓桿(leverage)拉高，所以未來在QE退場時一定會造成資本市場波動；因此美國經濟若能多復甦一點，就能抵銷政策退場造成的衝擊，所以聯準會寧願步步為營。
