施政報告無法完成有憲政問題

立法院邀請行政院長江宜樺到國會施政報告，從首長席到發言台不到十步之遙，這下卻成了最遙遠的距離，江宜樺上不去，恐怕演變成憲政法理上的瑕疵。憲法增修條文第3條規定，行政院有向立法院提出施政方針及施政報告之責。立法院職權行使法第16條規定，行政院長於九月底前提出報告。

憲法增修條文第3條規定，行政院有向立法院提出施政方針及施政報告之責。立法委員在開會時，有向行政院院長及行政院各部會首長質詢之權。立法委員職權行使法補充規定，行政院應於每年9月1日以前，將該年1月至6月之施政報告印送全體立法委員，並由行政院院長於9月底前提出報告。

到底報告如何定義？是口頭報告或是書面報告，將產生討論空間。
