菲律賓開發App 提升政府廉潔度

菲律賓政府推動一連串改革、洗刷「亞洲病夫」臭名後，正致力於提升政府廉潔度，且這回將訴諸網路科技。

道瓊社報導，下個月初馬尼拉當局將舉辦為期兩天的駭客松大賽（Hackathon），邀請資訊科技程式設計師與軟體工程師協助開發行動或應用程式（App），以改善公共服務，尤其是公共資金的分配。

部分反貪腐人士支持運用科技監控政府支出，但也強調必須立法確保透明度。

政府發言人說，此活動的目標是開發出可提升政府表現與鼓勵民眾參與治理的App，特別是開創性的預算App，讓民眾可檢視中央財政數據和支出項目。

下個月馬尼拉當局也將推出新網站data.gov.ph，作為公眾監督政府分配稅收與其他公共資金的入口。

菲國政府近期致力於打擊貪腐，上個月以貪汙罪名起訴三名參議員和五名前國會議員，理由是他們濫用逾2億美元國庫資金。
