回饋社福 公益彩券14年盈餘2千億

政府發行公益彩券至今14年，至今年9月底，累積盈餘已超過新台幣2,800億元，成為政府推動社福政策的重要財源。彩券盈餘的半數作為社福支出，其餘則分配補助國民年金及全民健保；此外，公益彩券也創造了3萬多個就業機會，讓弱勢團體能自給自足。

購買公益彩券已成為全民風潮，人人都想成為億萬富翁，除了做做發財夢，彩券盈餘還能回到社會體系中，補助社福支出。

財政部次長吳當傑表示，公益彩券自1999年發行到2013年9月底，累計盈餘超過新台幣2,803億元，有利於政府推動各項社會福利政策，同時創造了3萬7千多個工作機會，讓身障人士、原住民或低收入戶也能自食其力。他說：『(原音)我們從88年(1999)發行彩券到現在，累積盈餘有2,803億元，這個金額分配45%給國民年金，有1,253億元；另外5%、140億是用於全民健保；50%是由地方政府從事相關的社會福利工作，有1,410億元。』

台彩公司董事長薛香川表示，中國信託與台彩公司接手彩券業務以來，彩券銷售年年創新高，中獎人也不吝惜捐款，目前捐款已達28.4億元；此外，中信每年提供20多億回饋金厚實社福經費，自下屆起將加碼至27億元。
