美募兵成功 Rostker：高層領導是關鍵

朝野國防立委在國防部副部長嚴德發陪同下，上午罕見由美國在台協會（AIT）安排下，以探討美國募兵制成功之道為題，與美國前國防部人事暨戰備次長Bernard D. Rostker以視訊方式，進行募兵經驗交流座談。Rostker說，美國當年推動募兵，一則時機正確，當時民間對越戰反感，且保守派與自由派立論興起，此外，重要的是有高層領導。

Rostker說，當年美國總統尼克森對募兵除成立專責委員會提供建言外，在兵力供需上，建構出一種以經濟分析為基礎的軍人薪資結構論述，只要軍人薪資和民間相當，就能夠維持募兵制兵力，並掃除徵兵制諸多缺乏效率的弊端。當年美國國防部長親自敦促下，國會授權軍隊大幅加薪，漲幅高達60%，至今仍是美軍薪資漲幅最高的一次，讓當時美軍二兵的薪資與民間相當。其後雖因各種因素有所漲跌，但都在高層如雷根總統的支持下，軍人薪資得維持與民間一樣的水準。
