爭議不知情 歐巴馬挨批路人甲

紐約時報廿九日報導，美國總統歐巴馬在近日引發爭議的內政和外交事件中，都以「我不知道」來杜悠悠之口，但這句話惹出新問題：總統到底有多少實權？

美國健保網站近日才上路就當機，健康及人類服務部部長曾說，儘管該部曾測試失敗，但在網站於本月開始營運之前，歐巴馬未被告知此事。另有官員說，歐巴馬在今年夏天之前，並不知道國安局監聽德國總理梅克爾等友邦領袖。

紐時在這篇標題為「擋了抗議，有人看見路人甲」的文章中說，就實務而言，總統不可能知道政府管理的每一件事，但從政治意涵來說，歐巴馬自稱無辜並不會讓他擺脫多少責任，反而引發質疑：難道他是袖手旁觀的「路人甲」？

共和黨國會議員及多位學者專家為此指責，歐巴馬是「路人甲總統」，即使是與歐巴馬同屬民主黨的國會議員，對於歐巴馬似乎超脫於這些重大事件之外，也表示無奈。
