立委與美專家談募兵 嘆台灣難比照

立院外交與國防委員會，今天參訪美國在台協會（AIT），並且透過視訊會議方式，與目前任職於智庫蘭德公司的美國國防部前人事暨戰備次長柏納（Bernard D. Rostker）座談。會後立委表示，美方的募兵得以成功，許多條件在台灣無法做到。

立委詹凱臣說，柏納指出，美國募兵成功的原因，一是人口眾多，需要的兵員數占人口比例不大；二是待遇良好；三是退撫制度良好，提供醫療保險等多項福利，也包括法律明訂，退伍軍人應徵公職，必須優先錄取。

目前國內制度規定，退伍軍人如果轉往其他工部門任職，必須暫停領取退休給付。在場立委也就此詢問柏納，柏納表示還是可以照領軍職的退休俸，因為在美國，大眾認為這是兩件工作，不應該因為新職而影響當初服務軍旅的退休金。
