美國費城聯邦儲備銀行總裁Charles Plosser(見附圖)表示，聯準會(FED)「明顯錯失」機會，未能在9月縮減購債規模。

Plosser 1日接受CNBC「Squawk Box」專訪指出，他不是第二輪量化寬鬆(QE)的支援者，也不認為QE有明顯成效，並警告說仍不清楚購債的長期影響。

他說聯準會對於依據經濟數據縮減QE的說明，不夠明確，應該改對不斷膨脹的資產負債表訂出明確上限；聯準會資產負債表目前已逼近4兆美元。他強調，聯準會必須考慮如何讓QE合理退場，他已開始憂慮QE收傘後果。

各界原本預期聯準會會在9月縮減每月850億美元的購債規模，但是當時因勞動市場的不確定性、又面臨預算僵局和舉債上限，決定按兵不動。如今經歷政府停擺之後，聯準會10月政策會議續行QE，許多經濟學家預期今年內QE都不可能退場，可能要到明年3月才會逐漸踩煞車。

路透社9月底報導，Plosser說，美國失業率居高不下(已連續43個月高於8%，創經濟大蕭條以來最長紀錄)主要是源自於結構性因素，貨幣政策幫不上忙。他認為持續擴大聯準會資產負債表規模將升高未來收回刺激措施的難度。
