羅瑩雪：檢察官應可具體求刑

有監察委員認為檢察官起訴後具體求刑，會影響法官審判，以及給外界被告有罪的印象，違反無罪推定原則。

法務部長羅瑩雪今天表示，檢察官偵辦後認為有罪的嫌疑重大才會起訴，具體求刑是檢察官表達對被告的評價，對法官的量刑建議，應該可行。

她說，無罪推定原則是指證據尚未出現前的情況，如果已經有相當證據且達構成犯罪門檻，就會起訴。

至於監聽是否侵犯人權？羅瑩雪說，為了打擊犯罪和國家安全，監聽的辦案手段是「必要之惡」。
